Following the Royal Blessing of His Majesty Sultan Haitham bin Tariq, the Royal Academy of Management has launched the first interactive workshop of the One Team Initiative for Government in Muscat Governorate.
The initiative seeks to cultivate an impact-driven mindset within government institutions and to highlight the central role of public service. It ultimately aspires to strengthen a shared sense of purpose among all members of the national administrative system, uniting them under the vision of a single, cohesive government team.
In the first year of the initiative, 5,000 employees from 19 government entities within the state’s administrative apparatus will take part. The implementation will initially cover the governorates of Muscat, Dhofar, Musandam, and North Al Batinah.
Over the next five years, the initiative will gradually expand to encompass all employees across the state’s administrative system, at every level of government.
His Excellency Dr Ali Qassim Al Lawati, President of the Royal Academy of Management, said that the launch of the interactive workshops marks a significant milestone in the journey of the One Team Initiative for Government. The initiative, he noted, was introduced in response to the directives of His Majesty Sultan Haitham bin Tariq, underscoring the importance of operating as a unified system and strengthening the positive, effective contribution of individuals within the government workplace.
He highlighted the strategic importance of this stage, which reflects the collaborative spirit of the One Government Team and the ongoing participation of the targeted institutions at every phase of the initiative — from planning and design through to implementation and beyond. His Excellency affirmed that the success of this national effort depends on the collective commitment of all those working for Oman’s future.
Dr Al Lawati added: “The One Government Team approach is not new to the Sultanate of Oman. For decades, it has been a cornerstone in achieving national goals and aspirations, serving people across this land. Yet, today’s stage calls for reinforcing this approach to embed a culture of collaboration that supports the government’s vision for an administrative system distinguished by flexibility, innovation and future-readiness — in harmony with national priorities and global developments.”
The initiative was developed following extensive focus group sessions that brought together participants from various professional levels. While drawing on behavioural science and international best practices, the Academy ensured that its approach was firmly rooted in Omani values.
The one-day interactive workshops have been designed as an immersive learning experience grounded in behavioural science, with their content carefully tailored to suit the needs of different target groups within the government sector.
Hilal Al Riyami, Head of the One Team Initiative for Government, stressed that the launch of the interactive workshops marks a pivotal moment — one in which the Academy engages directly with the first group of national participants contributing to the implementation of the initiative’s goals. He noted that this event is the first of 100 workshops planned for the initiative’s inaugural year.
Al Riyami explained that the workshops are designed as intellectual forums aimed primarily at aligning personal goals with institutional objectives, while deepening participants’ understanding of the real impact of their roles within their organisations and across the wider government and society. The sessions also highlight the employee’s contribution as an integral member of the One Government Team, extending beyond formal job titles. Each workshop is preceded by preparatory activities and followed by stages of follow-up and engagement, organised in partnership with the participating entities.
He added that the one-day interactive workshop forms part of a broader framework that includes complementary components such as the Train the Facilitators Programme, the National Communication Campaign under the “Media and Communication” track, and continuous Impact Measurement to evaluate progress and identify opportunities for improvement.
The initiative also incorporates a network of communities that bring together participants, heads of government units, facilitators, and supporting media communities. In addition, 57 ambassadors from the participating institutions have been designated to help embed the initiative’s principles into daily workflows and ensure that participants continue their journey with the initiative well beyond the one-day workshop experience.
It is noteworthy that the first year of the initiative will engage employees from a wide range of administrative levels, nominated by 19 government entities. These include the Oman Vision 2040 Implementation Follow-up Unit, the Ministry of Health, the Ministry of Housing and Urban Planning, the Social Protection Fund, the Authority for Public Services Regulation, the Ministry of Education, the Ministry of Higher Education, Research and Innovation, the Ministry of Social Development, the Ministry of Commerce, Industry and Investment Promotion, the Ministry of Culture, Sports and Youth, the Ministry of Labour, the Ministry of Transport, Communications and Information Technology, the Ministry of Finance, the Ministry of Information, the Public Prosecution, Muscat Municipality, and the Offices of Their Highnesses, Excellencies, and Governors in the governorates of Dhofar, Musandam, and North Al Batinah.
