The Government will unleash all its efforts and capacities to promote cooperation and integration ensuring development is channelled to each governorate. The governorates will enhance their preparedness for investment and develop their local role based on their comparative advantage in a manner that creates models of development. This will be followed by a number of strategic projects that the Government will implement within its five-year plans, thus integrating the development movement, to include all parts of our dear country.”

Brief

The launch of The National Initiative for the Development of Local Governance comes in line with the royal directives of His Majesty the Sultan and His Majesty’s interest in the sustainable development of the governorates, implemented in cooperation with international experts, and designed to be closely linked to local legislative frameworks and international best practices. The initiative will be implemented gradually, starting with Governors and then Walis.

The General Objective of the Initiative

To support local leaders in governorates (Governors and Walis) in achieving balanced local development in accordance with the directions of Oman Vision 2040, by strengthening their skills in governance and economic decentralisation, and providing them with best practices in local government, which will positively affect the governorates’ development and competitiveness.

  • Designing and developing a national index to assess the current position and development of the quality of services offered by the governorates.


  • The index aims to boost service and performance and identify areas for development in the governorates.


  • The index data is collected through a survey of beneficiaries (citizens and the private sector).

  • Studies based on factual reports related to local government to assist in the creation of public policies.


  • Studies on the future of local government and the development of governorates around the world.
