Brief
The Public Policy & Strategic Planning Programme is in accordance with the royal directives of His Majesty Sultan Haitham bin Tarik to develop national leaders in the fields of public policy creation and strategic planning. It focuses on empowering national leaders to devise, formulate and implement public policies and strategic planning in order to enhance national competitiveness. The programme includes two pathways, one designed for Their Excellencies the Undersecretaries and their equivalents in the government sector, and another pathway for Directors General and their equivalents in the government sector.
The programme is delivered in partnership with leading specialist international institutions in the fields of government work and public service.
Strategic Partners
First pathway
Their Excellencies the Undersecretaries
The first pathway targets Their Excellencies the Undersecretaries and their equivalents in the government sector. It will be delivered between December 2022 and March 2023.
Programme Objectives
- To study the impact of global trends and developments in the Sultanate of Oman, its governance and national priorities.
- To identify and mitigate challenges faced by government leaders at different levels.
- To develop, evaluate and assess strategies and public policies in order to achieve policy plans.
- To justify and communicate public policies to the government and citizens of Oman.
- To champion and support a culture of collaboration across the state's managerial apparatus in order to achieve the objectives of Oman Vision 2040.

Second pathway
Directors General
The second pathway targets Directors General and their equivalents in the government sector.
It will be delivered between December 2022 and May 2023.
Programme Objectives
- To understand the impact of global trends and development on the Sultanate of Oman and public sector organisations.
- To formulate public policy and develop the means for implementation.
- To analyse factors affecting the successful implementation of public policy.
- To translate national strategies into executable action plans.
- To evaluate and review the effectiveness of public policies based on objectives and outcomes.
- To champion and support a culture of collaboration across ministries at the level of staff members.
