The Royal Academy of Management launches “Murtakez” Programme to Empower Decision-Makers and Enhance Institutional Performance

The Royal Academy of Management (RAM) has announced the launch of the Murtakez Programme, a national initiative designed to strengthen the capabilities of chiefs and directors of offices supporting heads of government, military and security units. Aligning with RAM’s broader mission to empower key enablers supporting decision-makers, the Murtakez Programme is expected to have a direct impact on the operations of government offices by refining participants’ leadership skills and enabling them to act as integrated partners in decision-making. In doing so, it contributes to greater institutional efficiency, promotes sustainable governance within the national institutional framework, and strengthens the quality of public services.Empty heading

Developed in partnership with the American University in Cairo, Outward Bound Oman, and leading international experts, the bespoke Murtakez Programme is designed to enhance participants’ leadership capabilities and professional skills. It covers key areas including decision-making, strategic communication, and the embedding of institutional values that underpin sustainable government performance. In addition, it equips participants with the ability to cultivate productive relationships with key stakeholders, refine their emotional and social intelligence, leverage digital innovations, and uphold principles of integrity and transparency across their workplaces, enabling them to lead with purpose and impact.

Commenting on the launch, HE Dr Ali bin Qasim Al Lawati, RAM’s President, described the Murtakez Programme as a cornerstone initiative of RAM’s offering that translates national priorities into measurable outcomes and actionable leadership practices. He said, “This forward-thinking programme embodies Oman’s commitment to enhancing the efficiency of its government administrative apparatus, strengthening its future readiness and responsiveness to evolving demands and emerging challenges of tomorrow. The Murtakez Programme is designed to empower national leaders and foster their adaptability, enabling them to respond effectively to contemporary priorities while confidently navigating emerging challenges and rapid change. By building on their advanced leadership skills that combine strategic insight with practical application, and by developing their abilities harnessing modern technologies including artificial intelligence, we aim to enhance institutional performance and deliver measurable positive impact.”

His Excellency Dr Al Lawati reaffirmed RAM’s institutional vision, stating that “effective investment in human capital is the cornerstone of sustainable government development and a catalyst for achieving the ambitious goals set out in Oman’s future vision.”

Maha Al Habsi, Supervisor of the Murtakez Programme, emphasised that the essential role of chiefs and directors of government offices extends beyond administrative support. “Recognising their roles as active contributors to key decision-making and institutional outcomes, the programme is designed to combine theoretical insights with practical application. It offers participants opportunities to engage in meaningful dialogue, exchange and reflect on experiences, and apply their learning through interactive workshops,” she explained.

She added that the landmark programme aims to foster a culture of collaboration, teamwork, and institutional excellence, while embedding the values of integrity, accountability, and creativity to enhance the quality of government performance and service delivery to society.

Running over eight consecutive days, the Murtakez Programme brings together 87 participants drawn from the offices of senior government leaders. It offers a comprehensive learning experience covering strategic leadership, ethical and culture-based leadership, emotional intelligence, advanced negotiation and communication, and the application of artificial intelligence in public administration. It also includes a leadership camp and interactive dialogue sessions.

The launch of the Murtakez Programme highlights RAM’s ongoing commitment to preparing and qualifying national leaders through tailored programmes that address the nation’s priorities, support Oman’s broader journey of leadership and administrative development, and embed a culture of excellence, integrity, and innovation at the core of national progress.
