The National Program for Developing Leaders and Future Foresight aims to develop leadership skills in middle management departments within the state’s managerial apparatus – in line with Oman Vision 2040 – to prepare candidates to face a world of increasing complexity and change.
The program is designed in partnership with the Ministry of Finance (Offset), and in cooperation with Eller Executive Education at the University of Arizona. Ranked seventh in the USA for Customized Executive Education Programs, it is one of the world’s leading institutions in the provision of organizational development solutions.

who hold the position of assistant general manager, department director, assistant director of a department and the equivalent in the state's managerial apparatus.
5 educational modules
over a period of six months, delivered to candidates via the latest blended learning methods.
Program objectives:
To contribute to the development of work systems operated by leaders in the state’s managerial apparatus, thereby enabling them to strengthen the Omani economy.
To build resilient government leaders who can tackle challenges, in collaboration with other leaders around the world.
To build bridges between the public and private sectors in order to advance the competitiveness of Oman on the world stage.
Program features:
Graduates of the program receive a training certificate from Eller Executive Education at the University of Arizona, and the Royal Academy of Management.
The program takes the participants on a rewarding learning journey over a six-month period, during which they need to be available to attend a total of 18 days.
The program was designed in cooperation with Eller Executive Education at the University of Arizona, which ranks seventh in the USA for executive education programs and is one of the world’s leading institutions in the provision of organizational development solutions.
The program design draws on modern learning methods such as lectures, individual and group mentoring sessions, performance accelerator laboratories, and applied projects.
During the program, participants will learn about global developments in the areas of systematic institutional thinking and leadership methods, social intelligence, self-awareness development, driving change and innovation based on critical thinking, and strategic thinking.
Program target audience:
Occupants of various middle management positions (assistant general director, department director, assistant department director and equivalent) in units of the state's administrative apparatus who meet the following conditions:
be an Omani national
possess a bachelor's degree or equivalent
have a minimum of five years’ work experience
hold a position of assistant general manager, director of a department, assistant director of a department and equivalent in the state's managerial apparatus
be below 45 years of age
have received a “very good” grade in their job performance evaluation in the last two years
be proficient in English, both spoken and written
