About the programme

As its name suggests, the National Leadership Programme to Upskill and Empower the Potential Omanis for Middle and Senior Management Positions in the Private Sector (Etimad) seeks to enhance Omani competencies and develop national capabilities in middle and higher management within the private sector.

The programme has been designed in cooperation with the University of Arizona. As an academic partner, it is responsible for preparing content for training programmes and their implementation, as well as preparing Omani trainers to sustain the programme in future years under the strategic supervision of the Ministry of Finance (The Economic Offset Programme).

The duration of the programme is six months. It targets deputy general managers, departmental managers, and managers at similar levels in government institutions and agencies, subject to the law of the Ministry of Labour.
