It also aligns with the objectives of Oman Vision 2040, supporting the development of more effective institutions that are better equipped to respond to the needs of society.<\/p><p>The initiative comes amid the growing complexity of issues considered by the Shura Council, particularly those involving interconnected economic and social dimensions. Addressing these matters requires a thorough understanding of public policies and legislation, as well as careful consideration of their implications for citizens and state institutions.<\/p><p>The programme therefore places particular emphasis on connecting executive learning with the practical responsibilities of Council members. It provides opportunities to exchange experiences, examine real-world challenges and explore approaches that can strengthen legislative proposals, enrich deliberations and enhance engagement with citizens and relevant stakeholders.<\/p><p>Structured around four principal learning pathways, the programme covers leadership, strategic planning and integrated working; public policy, legislation and decision-making; protocol, foreign policy and diplomacy; and public communication and media engagement. These pathways are designed to help members examine issues from different perspectives and apply relevant knowledge and practical tools to the work of the Council and its committees, in support of national development priorities and citizens\u2019 aspirations.<\/p><p>H.E. Dr Ali bin Qassim Al Lawati, President of the Royal Academy of Management, emphasised that the programme reflects RAM\u2019s efforts to support national institutions in developing their leadership capabilities and improving institutional performance.<\/p><p>\u201cThe Shura Council plays an integral role in Oman\u2019s development through the legislative and oversight responsibilities established under the Basic Statute of the State. Its members also bring valuable knowledge of community issues and citizens\u2019 aspirations. We are therefore keen for this programme to build on their experience in practical ways, supporting them in examining matters brought before the Council, considering policy alternatives and assessing the implications of legislation for society and the economy,\u201d His Excellency said.<\/p><p>He added: \u201cA Shura Council member represents the needs of citizens in their wilayat while also considering the nation\u2019s wider priorities. This requires an understanding of how local issues relate to the broader transformations taking place across the Sultanate of Oman, as well as the ability to balance present demands with future needs.<\/p><p>\u201cWe want this programme to provide a forum for exchanging experiences and exploring these responsibilities in greater depth. In doing so, it can contribute to more effective proposals and deliberations while strengthening cooperation between the Council and state institutions in achieving the objectives of Oman Vision 2040.\u201d<\/p><p>His Excellency further highlighted the importance of ensuring that the programme delivers practical value to participants.<\/p><p>\u201cWhat matters to us is that members gain knowledge and tools they can apply in the work of the Council and its committees, whether analysing a public policy, reviewing draft legislation or discussing an issue that directly affects citizens\u2019 lives. This approach aims to strengthen their readiness to address a wide range of national issues effectively,\u201d he said.<\/span><\/p>\n<p><span lang=\"EN-GB\" style=\"font-family: 'Dubai',sans-serif;\">Al Sabti further noted that the learning experience focuses on equipping participants with tools they can put into practice immediately.<\/span><\/p>\n<p><span lang=\"EN-GB\" style=\"font-family: 'Dubai',sans-serif;\">\u201cThe workshops combine interactive discussions with the exchange of legislative experience, placing particular emphasis on evidence-based decision-making and strategic performance indicators. This approach is designed to enable members to apply the knowledge they acquire directly and effectively in their day-to-day responsibilities,\u201d he explained.<\/span><\/p>\n<p><span lang=\"EN-GB\" style=\"font-family: 'Dubai',sans-serif;\">Delivered over nine days across two modules, the programme combines intensive executive learning with practical applications spanning its four principal pathways. The protocol, foreign policy and diplomacy pathway is delivered in collaboration with the Diplomatic Academy.<\/span><\/p>\n<p><span lang=\"EN-GB\" style=\"font-family: 'Dubai',sans-serif;\">Participants will also examine advanced approaches to legislative analysis and evidence-based policymaking, economic security considerations and policies supporting sustainable economic diversification. Additional areas of focus include the fundamental principles of the Sultanate of Oman\u2019s foreign policy, its international relations and agreements, strategic communication techniques and professional engagement with the media.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\" style=\"font-family: 'Dubai',sans-serif;\">Through the programme, the Royal Academy of Management continues to advance national leadership development through an integrated portfolio of programmes and initiatives grounded in modern management methodologies.
